Adala for All association Submits Report to the United Nations Human Rights Council within the Framework of the 50th Session of the Universal Periodic Review

April 2025 — Adala for All, a civil society organization composed of legal experts from both shores of the Mediterranean, has submitted its stakeholder report to the United Nations Human Rights Council as part of the 50th session of the Universal Periodic Review (UPR).

The report highlights serious and ongoing human rights violations in Libya, with a particular focus on violations of the right to a fair trial and the dignity of persons deprived of liberty.

Key Issues Raised in the Report:

  • Arbitrary detention, excessive pretrial detention periods, and systematic delays in bringing detainees before the Public Prosecution.

  • Threats and attacks against judges, prosecutors, and defense lawyers, compromising their safety and undermining judicial independence.

  • Coerced confessions and restrictions on detainees' right to access legal counsel prior to appearing before the Public Prosecution.

  • Violations of fair trial guarantees, including the right to defense during investigative and evidentiary proceedings.

  • Non-compliance with judicial release orders issued by prosecutors and courts, prolonging unlawful detention.

What is the Universal Periodic Review?

The Universal Periodic Review is a unique United Nations mechanism under the Human Rights Council that reviews the human rights record of all Member States every four to five years. As part of the process, civil society organizations and national stakeholders are invited to submit independent reports to present facts, highlight gaps, and ensure that underreported violations are brought to light. These contributions are essential in shaping the recommendations issued by the UN to the State under review.
